# Toggl plans: what’s included in Free, Starter, Premium and Enterprise
## Toggl has four plans, Free, Starter, Premium and Enterprise, and each one unlocks more features for teams, reporting and admin control. This guide compares the plans side by side and covers the Time Off Pro and Capacity Management add-ons. Read it to choose a plan or to see what an upgrade would add.
Toggl has four plans — Free, Starter, Premium and Enterprise — plus two paid add-ons (Time Off Pro and Capacity Management) that stack on top of any paid tier. This guide compares them so you can pick the right tier or decide whether to upgrade.

### Free
For individuals getting started.
Three-member cap. Includes basic time tracking, projects, tasks, tags, the Summary report with PDF export, calendar sync (Outlook), pinned projects, and view access to the organizational holiday calendar.
### Starter
The first paid tier, for small teams.
Adds the Guest and Time Tracker roles, recurring projects, project templates, billable rates, project time estimates, the Time logs report, CSV and XLSX export, report sharing, the Public API and MCP, AI Chat and AI Agent, and custom org branding. Calendar sync (Google and Outlook) is available on Starter and above.
### Premium
The target tier for agencies and mid-market teams.
Adds per-member-per-project billable rates, the Profitability report, Labor cost, Workload and Utilization reports, report forecasting, report scheduling and external sharing (public links), timesheet approvals, required fields, time entry locking, project and recurring dashboards, bulk edit, Jira and Asana integrations, reminders, user-level custom fields, and SSO/SAML.
### Enterprise
For large or compliance-driven organizations. Adds Custom roles and the workspace audit log on top of everything in Premium.
### Add-ons
Two paid add-ons stack on top of any paid plan (Starter, Premium, Enterprise). Free-tier orgs cannot purchase them.
**Time Off Pro** — $2/user/month (or $24/user/year). Adds time-off approvals, balances, an absences and balances report, and admin delegation of time off across the workspace. 30-day trial, no card required. One subscription covers both Toggl and Toggl Track.
**Capacity Management** — $6/user/month (or $60/user/year). Adds team-level capacity roll-ups on the Timeline, aggregated team and organization-wide capacity summaries, and capacity forecasting overlays on the Workload and Utilization reports. 30-day trial.
### How billing works
Toggl bills per **license**, not per active member. Adding a person buys a license automatically; removing a person does not release the license — an admin must do that explicitly in billing settings, effective next cycle.
