# Upgrading, downgrading and changing licenses

## This guide is for organization admins who need to change what their team can use or how many people the subscription covers. It separates plans, members and licenses, then shows when upgrades, downgrades and license changes take effect.

A **plan** controls the features your organization can use. A **member** is a person with access, while a **license** is the paid slot that member uses. Changing one does not always change the others.

Only organization owners and admins who manage the subscription can change plans, billing cycles or license counts.

### Plans, members and licenses

| Item | What it controls | Where to manage it |
| --- | --- | --- |
| **Plan** | Whether the organization uses Free, Starter, Premium or Enterprise features | **Explore plans**, or **Billing → Overview → Change plan** |
| **Members** | Who can access the organization and its products | **Billing → Overview → Manage members**, or the Members page |
| **Licenses** | How many paid slots the subscription includes | **Billing → Overview → Manage licenses** |
| **Billing cycle** | Whether the subscription is billed monthly or yearly | **Billing → Overview → Billing cycle** |

Removing a member frees their license for another person, but it does not reduce the paid license count. See [Understanding licenses](https://docs.toggl.com/understanding-licenses-in-toggl-2.0-?hsLang=en).

### Change your plan

You can start from either place:

- Click **Upgrade** in the sidebar or open **Admin settings → Explore plans**.
- On a paid plan, click **Manage billing**, open **Overview**, open the menu on the Toggl row and select **Change plan**.

Then:

1. Choose **Monthly** or **Yearly** on Explore plans.
2. Select the plan you want.
3. Review the new total and the features that will change.
4. Confirm the change.

For Enterprise, select **Book a demo** instead of checking out directly.

#### When plan changes take effect

- **Free or trial to a paid plan:** the subscription starts when checkout succeeds.
- **Starter to Premium:** the upgrade takes effect when confirmed.
- **Premium to Starter:** a downgrade is scheduled for the end of your prepaid term, and you keep your current plan until then. The confirmation dialog shows the date.
- **Paid plan to Free:** this cancels the paid subscription. The current paid plan stays active until the billing period ends, then the organization moves to Free.
- **Trial to Free:** the trial ends immediately.

Toggl shows the updated total before you confirm a paid plan change. Upgrades can include a prorated charge for the time remaining in the current billing period.

See [Plans and pricing compared](https://docs.toggl.com/plans-and-pricing-compared?hsLang=en) for the plan comparison.

### Change the billing cycle

1. Open **Manage billing → Overview**.
2. Find **Billing cycle**.
3. Select **Switch to annual** or **Switch to monthly**.
4. Review the updated subscription total.
5. Confirm the change.

The confirmation shows the applicable total before the billing cycle is changed. Annual pricing usually has a lower per-license monthly equivalent; the exact saving appears in Billing.

### Add licenses

Use this when you need more paid slots without changing plan:

1. Open **Manage billing → Overview**.
2. Open the menu on the Toggl row.
3. Select **Manage licenses**.
4. Increase the **New total**.
5. Review **Due today** and **New renewal total**.
6. Click **Buy license** or **Buy licenses**.

Additional licenses become available immediately. The amount due today is prorated until the renewal date, and the confirmation shows the estimated charge before you buy.

Inviting a member when no vacant license is available can also increase the subscription automatically.

### Reduce licenses

1. Remove or deactivate members until the number of licenses in use is no higher than the count you want.
2. Open **Manage billing → Overview**.
3. Open the menu on the Toggl row and select **Manage licenses**.
4. Lower the **New total**.
5. Review the renewal date and new renewal total.
6. Click **Remove license** or **Remove licenses**.

A license reduction is scheduled for the next renewal. There is no charge that day, and the organization keeps its current licenses until the renewal date.

Toggl does not let you reduce the count below the number of members currently using licenses. The dialog shows **\[number\] members are using licenses, remove members first** when the proposed count is too low.

### Manage members or manage licenses?

Use **Manage members** when you need to invite, deactivate or remove people.

Use **Manage licenses** when you need to change the number of paid slots. Removing a member without reducing the license count leaves a vacant license that can be assigned to someone else.

### Common questions

#### Why didn't my bill go down when I removed a member?

Removing a member frees their license but does not remove it from the subscription. Open **Manage licenses** and schedule a lower count for the next renewal.

#### Why can't I reduce the license count?

The new count cannot be lower than the number of licenses in use. Remove members first, then return to **Manage licenses**.

#### Why can't I change my plan?

An open or failed invoice disables plan changes. Open **Billing → History** to inspect the invoice and **Billing → Details** to update the payment method. If checkout shows "Payments are not available for this account right now", contact Support. Trying again won't help.

The usual plan controls can also be unavailable when the Toggl plan is supplied through another Toggl subscription. Follow the notice shown on the plan page in that case.

#### Does reducing licenses remove members?

No. Toggl requires you to reduce active membership first. Changing the license count does not choose or delete members for you.

#### Can I switch from yearly to monthly billing?

Yes. Use the **Billing cycle** card on **Billing → Overview**, then review the new total before confirming.
